Water resource management with an approach to good urban governance

آب يكي از بزرگ‌ترين چالش‌هاي قرن حاضر بشيريت مي‌باشد كه مي‌تواند سرمنشاء بسياري از تحولات مثبت و منفي در جهان باشد. خلأ بين توان تأمين آب و شدت تقاضا، بحران‌آفرين است و هنگامي‌ كه اين عدم‌تعادل با راه‌كارهاي مديريتي قابل مهار نباشد، زبان مفاهمه در بخش آب به زبان مخامصه تبديل خواهد گشت، چراكه 90 درصد كشورهاي دنيا داراي منابع آب مشترك با كشورهاي همسايه خود مي‌باشند و اين وابستگي متقابل ممكن است سبب صلح، همكاري و يا مناقشه گردد، به‌طوري كه طبق گزارشات رسيده تا طي 50 سال پيش، 50 خشونت به‌خاطر آب در دنيا گزارش شده است كه 47 مورد به خاورميانه مربوط مي‌باشد. آب، يكي از عناصر اصلي توسعه پايدار محسوب مي‌شود. دست‌يابي به توسعه پايدار، بدون درنظر گرفتن توسعه بخش آب اگر ناممكن نباشد، بسيار مشكل خواهد بود. در اين راستا، رويكرد مديريت يك‌پارچه منابع آب امكان بهينه‌سازي مشاركت بخش آب در دست‌يابي به توسعه پايدار را فراهم مي‌كند. ايران تنها كشوري نيست كه در سال‌هاي اخير با مسأله بحران آب درگير است، بلكه جهان در حال تجربه بحران آب است. تأمين آب سالم، قابل اعتماد، مقرون به‌صرفه، و به‌راحتي در دسترس، براي سلامتي انسان ضروري است.

The gap between the water supply capacity and the intensity of demand is causing a crisis. And when this imbalance cannot be controlled by management solutions, the language of understanding in the water sector will turn into the language of trouble, because 90% of the countries in the world share water resources with their neighboring countries, and this interdependence may cause peace. cooperation or conflict, so that according to the reports, 50 violences due to water have been reported in the world in the last 50 years, of which 47 cases are related to the Middle East. Water is one of the main elements of sustainable development. Achieving sustainable development without considering the development of the water sector will be very difficult if not impossible. In this regard, the approach of integrated management of water resources provides the possibility of optimizing the participation of the water sector in achieving sustainable development. Iran is not the only country that has been dealing with the water crisis in recent years, but the world is experiencing a water crisis. A safe, reliable, affordable, and easily accessible water supply is essential to human health.
