نقش مناطق آزاد در برنامه‌هاي توسعه و حكمراني اقتصادي در ايران، مورد مطالعه: منطقه آزاد بندر انزلي

مناطق آزاد يكي از راه‌هاي تسهيل صادرات و واردات براي هر كشوري در نظر گرفته شده است و از اهداف اصلي ايجاد مناطق آزاد در جهان و بالاخص در جمهوري اسلامي ايران رشد اقتصادي، افزايش صادرات و توليدات داخلي، ايجاد اشتغال و افزايش سطح نفوذ منطقه‌اي و... است. مناطق آزاد به‌عنوان يكي از راه‌هاي برون‌گرايي و افزايش سطح منطقه‌‌گرايي در قرن بيست و يكم ميلادي محسوب مي‌شوند. مناطق آزاد در ايران با توجه به نقش خاص خود در افزايش همگرايي منطقه‌اي جمهوري اسلامي ايران و برون رفت از انزواي اقتصادي و ژئوپليتيكي در شرايط تحريمي و افزايش سطح نفوذ حمكراني ملي با افزايش مؤلفه‌هاي اقتصادي و سطح رفاهي نقش بسزايي را دارند و منطقه آزاد انزلي به‌عنوان يكي از مهم‌ترين مناطق آزاد جمهوري اسلامي ايران، با توجه به موقعيت ژئوپوليتيكي و دسترسي كه آسياي مركزي دارد، به‌عنوان مهم‌ترين پل ارتباطي با اعضاي اتحاديه اقتصادي اوراسيا محسوب مي‌شود. اين پژوهش سعي در برسي نقش منطقه آزاد در افزايش همگرايي منظقه‌اي، نقش مناطق آزاد در برنامه‌هاي توسعه و حكمراني اقتصادي و افزايش وزن ژئوپليتيكي جمهوري اسلامي ايران دارد. اين پژوهش با روش تحليلي و توصيفي با استفاده از اسناد كتابخانه‌اي، مقاله و سايت‌هاي اينترنتي به بررسي موضوع مي‌پردازد. نتايج نشان مي‌دهد كه توسعه كمي و كيفي مناطق آزاد در برنامه‌هاي توسعه و حكمراني اقتصادي در ايران بسيار بااهميت خواهد بود. همچنين با توجه به اجرايي‌شدن موافقت‌نامه اقتصادي ميان ايران و اتحاديه اقتصادي اوراسيا و افزايش سطح واردات و صادرات به اين منطقه به‌ويژه از سال 1399، منطقه آزاد انزلي در توسعه اقتصادي ايران و افزايش سطح حكمراني ملي بسيار تأثيرگذار خواهد بود.

Free zones in Iran due to their special role in increasing the regional convergence of the Islamic Republic of Iran and overcoming economic and geopolitical isolation in the conditions of sanctions and increasing the level of national cooperation by increasing economic components and welfare have a significant role and the region Azad Anzali as one of the most important free zones of the Islamic Republic of Iran, due to its geopolitical position and access to Central Asia is considered as the most important bridge with members of the Eurasian Economic :union:. This study tries to investigate the role of free zones in increasing regional convergence, the role of free zones in development programs and economic governance and increasing the geopolitical weight of the Islamic Republic of Iran. This research examines the subject with analytical and descriptive methods using library documents, articles and websites. The results show that the quantitative and qualitative development of free zones will be very important in development programs and economic governance in Iran. Also, considering the implementation of the economic agreement between Iran and the Eurasian economic union: and increasing the level of imports and exports to this region, especially since 1399, the Anzali Free Zone will be very effective in Iran s economic development and increasing the level of national governance.
