Structural Analysis of Issues and Challenges of Effective Governance in Tehran Province

با وجود اينكه حكمراني كارآمد از يك سري اصول و رويه هاي مشترك و جهاني تبعيت مي كند كه بستگي به محيط جغرافيايي يا مقطع زماني خاصي ندارد، اما همواره بخش قابل توجهي از اصول و رويه هاي حكمراني متأثر از ملاحظات محيطي بوده است و وابسته به شرايط زماني و مكاني خاص است. با اين فرض، همچنان كه حكمراني كارآمد و مطلوب در ايران در قياس با كشورهاي ديگر از يك سري عناصر و مؤلفه هاي خاص و منحصر به فرد تبعيت مي كند كه ريشه در تاريخ و فرهنگ خاص كشور دارد، در سطح محلي نيز حكمراني كارآمد و مطلوب در هر يك از استان هاي ايران مستلزم بررسي عناصر و مؤلفه هاي خاص و منحصر به فرد همان استان است. بر اين اساس، اين مقاله به بررسي و تحليل مسائل و چالش هاي حكمراني محلي در استان تهران مي پردازد. بدين منظور، ابتدا با بهره گيري از مصاحبه باز با خبرگان و مسئولين اجرايي استان، مسائل و چالش ها استخراج شده و سپس با استفاده از نرم افزار ميك مك به تحليل ساختاري اين مسائل و چالش ها پرداخته مي شود. نتايج و يافته ها حكايت از آن دارد كه مسائل و چالش هاي حكمراني استان تهران ناشي از چهار حلقه ناكارآمدي، نارضايتي، محروميت و ناامني است كه بيش از آنكه مردم در آنها نقش داشته باشند، دولت ساخته /پايه هستند و بنابراين براي حل اين مسائل بيش و پيش از هر چيز بايد قواعد حكمراني ملي و استاني از طريق كاهش نقش دولت در امور اقتصادي، اجتماعي، فرهنگي و حتي سياسي اصلاح شود.

Although effective governance follows a set of common and universal principles and procedures that do not depend on a specific geographical environment or historical period, a significant part of the principles and procedures of effective governance are always influenced by environmental considerations and conditions, and are dependent on specific period and place. With this assumption, although effective and desirable governance in Iran in comparison with other countries follows a series of special and unique elements and components that are rooted in the specific history and culture of the country, at the local level, effective governance and desirable in each of the provinces of Iran requires the study of specific and unique elements and components of each one. Accordingly, this article examines and analyzes the issues and challenges of local governance in Tehran province. For this purpose, first by using open interviews with experts and executive officials of the province, issues and challenges are extracted and then using the Mic Mac software, structural analysis of these issues and challenges is done. The results and findings indicate that the problems and challenges of governance in Tehran province are due to four cycles of inefficiency, dissatisfaction, deprivation, and insecurity, which are governmental rather than public, and therefore to solve these issues, above all, the rules of national and provincial governance must be reformed by reducing the role of government in economic, social, cultural and even political affairs.
