ضرورت حكمراني خوب براي توسعه نقش ورزش در سياست خارجي جمهوري اسلامي ايران

The Necessity for Good Governance in Developing the Role of Sport in the Foreign Policy of the Islamic Republic of Iran

ورزش يكي از كنشگران جديد جهاني در حوزه ديپلماسي و فعاليت‌هاي ديپلماتيك است. به گفته نلسون ماندلا، ورزش قدرت تغيير جهان را دارد و اين نشان از آن دارد كه كاركرد ورزش فقط در ميدان ورزش نيست. از طرفي، در دنياي امروز، سياست خارجي اهرمي براي افزايش قدرت ملي است كه حركت كشورها به سمت جهاني‌شدن و توسعه روابط بين‌الملل را تسريع كرده است. در اين ميان، يكي از مفاهيمي كه طي سال‌هاي اخير در راستاي توسعه مطرح شده است، مفهوم حكمراني خوب است. لذا در اين مقاله، سعي شده است تا با مطالعه جامع مباني نظري و پيشينه پژوهش، به بررسي ضرورت حكمراني خوب براي توسعه سياست خارجي جمهوري اسلامي ايران از طريق ورزش پرداخته شود و به اين سؤال پاسخ داده شود كه حكمراني خوب چه نقشي مي‌تواند در اين راستا داشته باشد. آنچه بيان شده است، حاكي از آن است كه حضور ايران در منطقه متلاطم اطراف آن، مي‌طلبد تا از تمامي ابزار‌هاي موجود در اين زمينه از جمله ورزش و ديپلماسي ورزشي در جهت توسعه سياست خارجي خود بهره وافي و كافي را ببرد. چراكه، ورزش مي‌تواند به‌عنوان ابزاري نرم در اجراي استراتژي‌هاي سياست خارجي جمهوري اسلامي ايران نقش مهمي را ايجاد كند. در اين زمينه، مطالعه حاضر، حكمراني خوب در اين زمينه را از طريق 3 راهبرد سياست‌ها، فرايندها و افراد تشريح كرده است.

Sport is one of the new global actors in the field of diplomacy and diplomatic activities. According to Nelson Mandela, sport has the power to change the world and this shows that the function of sport is not only on the sports field. On the other hand, in today s world, foreign policy is a lever to increase national power, which has accelerated the movement of countries towards globalization and the development of international relations. In the meantime, one of the concepts that has been proposed in recent years for development is the concept of good governance. Therefore, in this article, an attempt has been made to study the necessity of good governance for the development of the foreign policy of the Islamic Republic of Iran through sport by comprehensively studying the theoretical foundations and research background, and answering the questions of what role good governance can play in this regard. What has been said is that Iran s presence in the turbulent region around it requires it to take full advantage of all available tools in this field, including sports and sports diplomacy, to develop its foreign policy. Because sport can play an important role as a soft tool in implementing the foreign policy strategies of the Islamic Republic of Iran. In this regard, the present study describes good governance in this area through three strategies: policies, processes and individuals.
