This paper studies the optimality of circular designs under the interference model when the observations are correlated according to a compound symmetric correlation structure. Based on Kushner s method, we obtain the universally optimal designs (binary or non-binary) under the interference model with left-neighbor effects and correlated observations. All the results presented in the paper also hold for a model with right-neighbor effects.
