بررسي و تحليل عدم شكل گيري نگهبان محله در شهرهاي ايران(مطالعه مورد شهر اردبيل)

امنيت، نياز اساسي زندگي انسان در جوامع شهري و روستايي به شمار مي آيد؛ چنانكه برخي انديشمندان امنيت را يكي از دلايل اصلي پيدايش سكونتگاه هاي شهري مي دانند. امروزه گسترده شدن هر چه بيش تر شهرها و تقسيم بندي شهرها در قالب مناطق و محله هاي مختلف و نيز حضور اقوام و افراد مختلف در عرصه هاي شهري، زمينه را براي بروز رفتار مجرمانه در عرصه شهرها فراهم ساخته است. به عبارتي فضاهاي شهري با ويژگي هاي خود، به نحوي محرك بروز جرم هستند. امروزه پيشرفت علم و دانش تكنولوژي فاصله تمدن ها و فرهنگ ها را بسيار كم نموده و همين امر سبب گرديده كه علوم با سرعت دور از انتظاري انتشار و گسترش پيدا كند. اجراي طرح نگهبان محله با مشاركت عمومي از جمله طرح هاي نويني در دنيا مدرن امروز براي تامين امنيت مهم است. لذا ما در اين پزوهش سعي در بررسي آن در شهر اردبيل داريم روش تحقيق اين پژوهش تحليلي– توصيفي و بازديد ميداني مي باشد. و براي جمع آوري داده ها از روش كتابخانه اي و پرسشنامه و مصاحبه استفاده شده است. همچنين براي تحليل داده ها از روش استنباطي بهره گرفته شده است . نتايج اين پژوهش ميداني بيانگر آن است كه بحث نگهبان محله در شهر اردبيل به دليل فرهنگ سازي نامناسب و عدم تامين مالي اين نيرو و عدم مشاركت مردم در شكل گيري آن از مهمترين معضل آن است و پيشنهاد مي شود سازمان هاي دولتي با فرهنگ سازي و آگاهي مردم از نقش مهم اين پديده در شهر آگاه سازند تا شرايط تشكيل چنين نيروي مردمي امنيتي در محالت توسط خود مرد و دولت شكل گيرد.

Abstract Security is the basic need of human life in urban and rural communities; As some thinkers consider security as one of the main reasons for the emergence of urban settlements. Nowadays, the expansion of cities and the division of cities in the form of different regions and neighborhoods, as well as the presence of different ethnic groups and people in the urban arena, have created the ground for the occurrence of criminal behavior in the arena of cities. In other words, urban spaces, with their characteristics, are somehow a trigger for crime. Today, the progress of science and technology has reduced the distance between civilizations and cultures, and this has caused science to spread and expand at an unexpected speed. The implementation of the neighborhood guard plan with public participation, including new plans, is important in today s modern world to ensure security. Therefore, we are trying to investigate it in Ardabil city in this study The research method of this research is analytical-descriptive and field visit. And library method, questionnaire and interview were used to collect data. Also, an inferential method has been used to analyze the data. The results of this field research show that the issue of the neighborhood watchman in Ardabil city is one of the most important problems due to the inappropriate culturalization and the lack of financing of this force and the lack of people s participation in its formation, and it is suggested that government organizations with culturalization and awareness Make the people aware of the important role of this phenomenon in the city so that the conditions for the formation of such a popular security force in the neighborhoods are formed by the people themselves and the government.
