ارايه مدلي كيفي جهت ارتقاي فرهنگ محله محور در كالن شهر تهران

Presenting a qualitative model for the promotion of neighborhood-oriented culture in the metropolis of Tehran

با گسترش شهرنشيني و رشد لجام گسيخته شهرها در طي دهههاي اخير، مشكلات و نارسائيهاي فزايندهاي در حيطه مديريت شهري به وجود آمده است. يكي از رويكردهاي مورد تأكيد براي بهبود عملكرد مديريت شهرها و حل مسائل و مشكلات شهري بهكارگيري طرح مديريت محله اي يا همان رويكرد نوين خود مديريتي شهروندان در امور متنوع مديريت شهري ميباشد. در سالهاي اخير مديريت شهري تهران براي مديريت هرچه بهتر اين شهر و كاهش مشكلات و نارسائي هاي خدمات ارائه شده به شهروندان تهراني اقدام به پياده سازي طرح مديريت محلات در سطح محلات شهر تهران كرده است. در اين پژوهش به منظور ارايه مدلي كيفي جهت ارتقاي فرهنگ محله محور در كلان شهر تهران، با استفاده از تحليل محتواي استقرايي؛ با شناسايي 359 كد مفهوم، كدگذاري و دسته بندي آنها در سه مرحله نهايتا 88 شاخص اصلي؛ در پنج بعد و 20 مولفه، تبيين و در ادامه با استفاده از تكنيك دلفي سه مرحله اي در بين 32 نفر از خبرگان علمي و اجرايي، اين شاخص ها مورد جرح و تعديل قرار گرفت.. نهايتا مدل كيفي ارتقاي فرهنگ محله محور در كلان شهر تهران در پنج بعد مشكلات شهرداري (مديريت شهري)، شهر، شهروندي، برنامه ريزي فرهنگي-محله اي ، مديريت شهري- محله اي ارائه شد.

Abstract: The development of urbanization and cities sprawling growth have led to increasing problems and shortages in urban management in recent decades. One of the most emphasized approaches to improvement urban management s performance and solution to urban issues and problems is using Neighborhood Management plan or citizen s self- management approach in urban management. In Tehran metropolis, with the contribution of urban management and interaction among other units and subdivisions, there has been conducted some appropriate projects to constitute and support the activities of neighborhood counseling units to use the capacity of participants and contribution of citizens and considering the priorities and local requirements one of which is the neighborhood management in this respect. This study discussed the Design and delivery a model for Development of Neighborhood Culture in Tehran Metropolis. This research was an applied study of the purpose and methodologically as a qualitative method. After analyzing the data, 19 components of 679 concept codes were obtained and then classified at five dimensions including Problems of urban management (with 3 components), city (with 4 factors), citizenship (with 2 components), Neighborhood Cultural planning (with 5 factors), Neighborhood urban management (with 6 components).
