تحليلي بر تاثير اقتصاد دانش بنيان بر توسعه پايدار كشاورزي با رويكرد آينده‌پژوهي (مطالعه موردي؛ روستاهاي شهرستان كرمانشاه)

An Analysis of the Impact of the Knowledge-Based Economy on the Sustainable Development of Agriculture with a Future Research Approach (Case Study; Villages of Kermanshah)

در مباني نظري اقتصاد دانش بنيان، دانش به عنوان يك منبع دائمي در تمامي بخش هاي فعال اقتصاد از جمله بخش كشاورزي، با مشاركت در جريان توليد همواره سبب افزايش توليد، مزيت رقابتي و ايجاد ارزش افزوده شده است. با اين وجود، توليد در چارچوب اقتصاد دانش بنيان و چگونگي ورود دانش به جريان توليد محصولات كشاورزي يكي از مباحث بسيار پيچيده در اقتصاد مي باشد. پژوهش حاضر از نظر هدف، كاربردي و از حيث روش، پيمايشي در سطح اكتشافي و مبتني بر رويكرد آينده پژوهي صورت گرفته است. در اين پژوهش همچنين پيشران هاي تاثيرات اقتصاد دانش‌بنيان از طريق متن كاوي در اسناد معتبر داخلي و خارجي و نظر گروه خبرگان، بررسي شده است. سپس با برگزاري جلسه دلفي مشترك خبرگان، تأثير پيشران هاي شناسايي شده بر هم سنجيده شده و مورد بحث قرار گرفته است. آنگاه از طريق نرم‌افزار «ميك مك» جايگاه هر پيشران بررسي شد. همچنين يافته هاي ديگر پژوهش حاكي از آن مي باشد كه از ميان 10 متغير بررسي شده در اين تحقيق، 6 متغير به عنوان پيشران هاي كليدي مؤثر اقتصاد دانش‌بنيان انتخاب شده اند. نتايج حاكي از آن است كه پيشران هاي پرداخت تسهيلات توسط بانك كشاورزي، كمك مالي به پژوهشكده هاي كشاورزي، كمك به سرمايه‌گذاري بخش خصوصي در توليدات كشاورزي، كمك به حذف ضمانت هاي دست و پاگير جهت پرداخت وام به كشاورزان، كمك به توسعه صادرات محصولات در بخش كشاورزي، وضعيت خاك و اقليم مناسب شهرستان كرمانشاه به عنوان پيشران هاي كليدي موثر اقتصاد دانش‌بنيان بر بخش كشاورزي در شهرستان كرمانشاه توسط كارشناسان مشخص شده كه در توسعه كشاورزي دانش‌بنيان موثر مي باشند.

In the theoretical foundations of the knowledge-based economy, knowledge as a permanent resource in all active sectors of the economy, including the agricultural sector, by participating in the production process, has always led to increased production, competitive advantage and added value. Nevertheless, production in the framework of knowledge-based economy and how knowledge enters the production flow of agricultural products is one of the most complex topics in the economy. In terms of purpose, the present research is applied and in terms of method, it is an exploratory survey based on a future-research approach. In this research, the drivers of the effects of the knowledge-based economy have been examined through text-mining in valid domestic and foreign documents and the opinion of the expert group. Then, by holding a joint Delphi meeting of experts, the impact of the identified drivers has been weighed and discussed. Then the position of each driver was checked through Mik-Mak software. Also, other findings of the research indicate that among the 10 variables examined in this research, 6 variables have been selected as effective key drivers of the knowledge-based economy. The results indicate that the drivers of the payment of facilities by the agricultural bank, financial assistance to agricultural enterprises, assistance to private sector investment in agricultural products, assistance in removing cumbersome guarantees for loan payments to farmers, assistance in development The export of products in the agricultural sector, the condition of the soil and suitable climate of Kermanshah city as the key effective drivers of the knowledge-based economy in the agricultural sector in Kermanshah city have been determined by experts to be effective in the development of knowledge-based agriculture
