Development of Business Environment Model in a Knowledge-based Economy

در دهه هاي اخير بر مبناي تجربه چين و كشورهاي اروپاي شرقي بر بهبود محيط كسب و كار بيش از خصوصي سازي تاكيد مي شود. بهبود محيط كسب و كار در جهت توسعه كارآفريني و يك اقتصاد دانش بنيان داراي اهميت است. زيرا محيط نامناسب كسب‌وكار، شركت‌هاي كوچك و متوسط و كارآفرينان را در مقايسه با شركت هاي بزرگ در معرض مشكلات بيشتر قرار مي دهد. به بيان ديگر تجارب توسعه كشورها و مطالعات نهادهاي بين المللي نشان مي دهد كه محيط كسب و كار، بر توسعه اقتصادي تأثير دارد. بر اين اساس، در سال هاي اخير توجه به محيط كسب و كار به عنوان يكي از پيش نيازهاي توسعه كشورها مطرح و مورد توجه نهادهاي بين المللي و سياستگذاران قرار گرفته است. به دليل اهميت محيط كسب و كار، هر ساله گزارش هاي متعدد بين المللي در زمينه رتبه بندي محيط كسب و كار كشورها منتشر مي شود. يك اقتصاد دانش بنيان به سياستگذاري هايي نياز دارد كه محيط كسب و كار را ارتقا دهد. محيط كسب و كار مساعد مي تواند به كاهش هزينه ها، افزايش كيفيت محصول و خدمات، كاهش زمان ارائه خدمات، انعطاف پذيري كمك كند. توانايي و عملكرد يك شركت، يك صنعت يا كشور در فروش و عرضه كالا و خدمات در مقايسه با ديگر رقبا، و ساير كشورهاي بيانگر بهبود محيط كسب و كار است. بر اين اساس در اين مقاله به دنبال طراحي مدل بهبود محيط كسب و كار در يك اقتصاد دانش بنيان هستيم.

In recent decades, based on the experience of China and Eastern European countries, the improvement of the business environment is emphasized more than privatization. Improving the business environment is important for the development of entrepreneurship and a knowledge-based economy. Because the unfavorable business environment exposes small and medium-sized companies and entrepreneurs to more problems compared to large companies. In other words, the development experiences of countries and the studies of international organizations show that the business environment has an effect on economic development. Based on this, in recent years, paying attention to the business environment has been raised as one of the prerequisites for the development of countries and received the attention of international institutions and policymakers. Due to the importance of the business environment, several international reports are published every year on the ranking of countries business environment. A knowledge-based economy needs policies that improve the business environment. A favorable business environment can help reduce costs, increase product and service quality, reduce service delivery time, and flexibility. The ability and performance of a company, an industry or a country in selling and supplying goods and services compared to other competitors and other countries indicates the improvement of the business environment. Accordingly, in this study, we seek to design a model for improving the business environment in a knowledge-based economy.
