كره زمين به عنوان محل زندگي انسان و ساير گونه هاي زيستي در سال هاي اخير با بحران هاي زيست محيطي كه عمدتا ناشي از فعاليت هاي مخرب بشر بوده است، مواجه شده است . ضرورت بازسازي و به كارگيري فنون علمي به منظور احداث سايت ها، براي كاهش بحران جهاني محيط زيست اجتناب ناپذير است. در اين ميان مكان يابي سايت ها از تصميمات اوليه و استراتژيك قبل از احداث مي باشد كه با در نظر گرفتن ساير مراكز و معيارهاي فني، زيست محيطي، اقتصادي و اجتماعي صورت مي پذيرد و موجب حفظ محيط زيست،كاهش هزينه ها و موفقيت واحد صنعتي مي شود. هدف از انجام اين پژوهش ، تعيين مكان هاي مناسب جهت احداث كارخانه بازيافت در راستاي حفظ محيط زيست ،كاهش آلودگي منابع آب و خاك ناشي از شيرابه هاي زباله و افزايش سطح كيفي زندگي شهروندان درگير با اين مقوله، با استفاده از تكنيك GIS فازي مي باشد. شهرستان ساحلي بابلسر كه داراي سيستم دفن زباله در مجاورت دريا مي باشد، براي مطالعه موردي انتخاب شده است، كه با بدست آمدن خروجي اين پژوهش مكان هاي مناسب جهت احداث كارخانه بازيافت زباله در منطقه مورد مطالعه شناسايي قرار گرفته است.

The planet Earth as a habitat of humans and other plant and animal species has faced many environmental crises in recent years, mainly due to destructive human activities. The importance of paying more attention to reconstruction methods and using scientific and engineering techniques in order to build sites and carry out human activities is inevitable to reduce the global environmental crisis. Site Selection is one of the primary and strategic decisions before construction, which takes into other sites and technical, environmental, economic, and social criteria and protects the environment, reduces costs and succeeds the industrial units. The aim of this practical study was to determine suitable places for constructing a recycling plant in order to take an important step towards protecting the environment, reducing pollution of water and soil resources caused by waste leachates, and increasing the quality of life for the citizens involved in this issue. Choosing the right place for waste disposal is essential. Among the methods of waste disposal, two methods of recycling and landfill are most used, considering that urban waste landfill in inappropriate places can cause contamination of water and soil as well as transmission of diseases and ..., and moreover unusability of these places after several years, the necessity of new local location and on the other hand, due to the possibility of reducing the consumption of raw materials, reducing energy consumption, preventing the waste of raw materials, reducing air pollution, reducing water pollution, etc by waste recycling, put waste as a primary asset. For this purpose, the coastal city Babolsar, which has a landfill system in the vicinity of the Caspian Sea that is associated with many hazards, has been selected for a case study, by obtaining the output of this study, suitable places for the construction of waste recycling plant are identified and prioritized due to the fuzzy approach of the research and can be used to implement waste management projects to prevent further environmental degradation in this area. In Site Selection cases, relative approaches in uncertain conditions are less effective, so fuzzy logic provides the possibility of making appropriate decisions in this field. In this research by using fuzzy GIS, the best places for construction of waste recycling plants have been identified. Determining environmental, economic, and social criteria and finally selecting optimal places for the construction of the recycling plant was according to EPA guidelines, as well as the Management and Planning Organization of Iran and international recorded criteria.
