ارائه مدل مبتني بر رويكرد تفكر سيستمي در پيشگيري و مقابله با فساد اداري

Presenting a model based on the systems thinking approach in preventing and Anti administrative corruption

همه جوامع به خصوص جوامع درحال توسعه با سطوحي از انواع مختلف فساد روبرو هستند، اما آنچه سبب تمايز كشورها درفرآيند توسعه و پيشرفت است، نحوه مواجهه آنان با پديده فساد و اتخاذ سياست هاي پيشگيرانه و مقابله اي است. فساد در بخش دولتي پديده‌اي پيچيده و چندوجهي است و اَشكال، عوامل و كاركردهايي متنوع در زمينه‌هاي مختلف دارد كه پيشگيري يا مقابله با آن مستلزم تفكر سيستمي بوده و رويكرد سيستمي مي تواند در ايجاد يك الگوي جامع و منسجم نقش آفريني كند. در اين پژوهش كيفي از منابع و متون معتبر كتابخانه اي، استنادي و شبكه جهاني اينترنت و همچنين نظرات 15 نفر از اعضاي هيأت علمي و خبرگان اجرايي و متخصصان حوزه پيشگيري و مقابله با فساد به روش دلفي استفاده شد به نحوي كه بعد از انجام مراحل روش دلفي و بهره گيري از رويكرد سيستمي، مدل مفهومي نهايي پيشگيري و مقابله با فساد اداري در قالب 9 مؤلفه و 3 ركن ترسيم گرديد. همچنين استدلال شده است كه اتخاذ رويكرد تقليل گرايانه در كنترل فساد بيهوده بوده و اركان سه گانه شناسايي شده با همكاري و هماهنگي متقابل، يكديگر را تقويت مي كنند.

All societies, especially developing societies, face various levels of corruption, but what differentiates countries in the process of development and progress is the way they face the phenomenon of corruption and adopt preventive and counter policies. Corruption in the public sector is a complex and multifaceted phenomenon and has various forms, agents and functions in different fields, which prevention or combating it requires systems thinking and a systemic approach can play a role in creating a comprehensive and coherent model. In this qualitative research, reliable sources and texts from the library, citation and the global Internet network, as well as the opinions of 15 faculty members and executive experts and specialists in the field of preventing and combating corruption were used using the Delphi method in such a way that after completing the steps of the method Delphi and using the systemic approach, the final conceptual model of preventing and Anti administrative corruption was drawn in the form of 9 components and 3 pillars. It has also been argued that adopting a reductionist approach in corruption control is futile and the three pillars identified reinforce each other through mutual cooperation and coordination.
