چكيده فارسي :
كشور ايران با داشتن 5800 كيلومتر نوار ساحلي، يك كشور دريايي محسوب شده و استان هرمزگان با حدود 1500 كيلومتر نوار ساحلي با احتساب 14 جزيره آن، بيشترين سهم از طول نوار ساحلي را به خود اختصاص داده است. اين خط ساحلي در جوار دو حوضه آبريز خليجفارس و درياي عمان و گذرگاه آبي تنگه استراتژيك هرمز قرار داشته و از اين رو استان هرمزگان نقشي راهبرد ي در توسعه دريامحور كشور ايفا مي كند. هرمزگان به دليل موقعيت جغرافيايي ويژه آن، مركز اقتصاد، تجارت و امنيت دريايي ايران بوده و بسياري از نهادها، سازمان ها و ارگانهاي دريايي در اين استان رتبه 1 كشور ي در حوزه مربوط به خود هستند. دانشگاه هرمزگان با شعار قطب علمي اقتصاد درياپايه، به عنوان دانشگاه جامع و مادر استان هرمزگان، در بندرعباس، پايتخت اقتصاد دريايي ايران، واقع شده و از جمله نهادهايي است كه ميتواند نقش كليدي در پيشرفت و توسعه دريامحور كشور داشته باشد. هدف از اين پژوهش بررس ي نقش دانشگاه هرمزگان در توسعه دريامحور ايران بوده و راهكارهايي جهت افزايش نقش دانشگاه هرمزگان پيشنهاد شده است. اين مقاله به صورت مروري بر مطالعات منتشر شده، به صورت كتابخانه اي و با مرور در اسناد بالادستي و منابع مختلف انجام شده است. نتايج نشان داد دانشگاه هاي نسل 4 تنها اهداف آموزشي و پژوهش ي نداشته و اهداف توسعه و نوآور ي، استفاده از دانش و توسعه اقتصادي فعالانه را نيز دنبال مي كنند. همچنين بند 6 سياستهاي كلي توسعه دريامحور كشور بر تأمين و ارتقاء سرمايه انساني و مديري ت متعهد و كارآمد و ايجاد پشتوانه علمي، آموزشي و پژوهشي برا ي توسعه دريامحور و زيست بوم نوآور ي و فناوري دريايي تاكيد دارد. از اين رو با توجه به مطالب گفتهشده و براي رسيدن به اهداف مذكور، راهكارها ي اوليه «ايجاد دفتر توسعه دريامحور زير نظر حوزه رياست دانشگاه» و تشكيل كارگروه تدوين و نظارت بر اجراي سند «نقش دانشگاه هرمزگان در توسعه دريامحور» با حضور اركان و بخش هاي مختلف دانشگاه هرمزگان و همچن ين راهكارها ي ثانويه ديگري جهت نقش آفريني بيشتر دانشگاه هرمزگان در توسعه دريامحور ايران پيشنهاد شده است.

With 5800 km of coastline, Iran is considered a maritime country, and Hormozgan province has the largest share of the length of the coastline with about 1500 km of coastline, including its 14 islands. This coastline is located next to two watersheds of the Persian Gulf and the Sea of Oman and the water crossing of the strategic Strait of Hormuz, and therefore Hormozgan province plays a strategic role in the sea-oriented development of the country. Because of its special geographical location, Hormozgan is the center of Iran s economy, trade and maritime security, and many institutions, organizations and maritime bodies in this province are ranked number 1 in the country in their respective fields. Hormozgan University, with the slogan of the scientific hub of maritime economy, as a comprehensive university and the mother of Hormozgan province, is located in Bandar Abbas, the capital of maritime economy of Iran, and is one of the institutions that can play a key role in the progress and development of the country s maritime economy. The purpose of this research is to examine the role of Hormozgan University in the development of Iran s maritime center and solutions are proposed to increase the role of Hormozgan University. This article is done as a review of published studies, in a library and by reviewing upstream documents and various sources. The results showed that the 4th generation universities do not only have educational and research goals, but also actively pursue the goals of development and innovation, use of knowledge, and economic development. Also, paragraph 6 of the general policies of the country s sea-oriented development emphasizes the provision and promotion of human capital and committed and efficient management, and the creation of scientific, educational and research support for sea-oriented development and innovation ecosystem and marine technology. Therefore, according to the said contents and in order to achieve the mentioned goals, the initial solutions of Creation of Sea-Oriented Development Office under the supervision of the university president and the formation of a working group to compile and monitor the implementation of the document The role of Hormozgan University in Sea-Oriented Development with the presence of members and departments Hormozgan University, as well as other secondary solutions, have been proposed for the greater role of Hormozgan University in the development of Iran s maritime.
