بررسي چگونگي تاثير محيط دريا و بستر آن بر روي اقتصاد حاكم بر منطقه و جامعه

باتوجه به اهميت دريا و استعداد ها و نهفتگي هايي كه در آن وجود دارد الزم است توجه به آن بسيار بيش از پيش باشد و در اولويت هاي سياسي و اقتصادي و فرهنگي كشور قرار گيرد. با آموزش هاي الزم و استفاده از علم تكنولوژي روز مي توان به اين مهم دست يافت چراكه باتوجه به شرايط جغرافيايي خاص ايران زمين و دسترسي به آب هاي آزاد بين المللي كه خود داراي منابع سرشاري هستند بسيار مي تواند در ارقاي اقتصاد و بهبود معيشت جامعه نقش مهمي را ايفا كند.به نظر ميرسد آگاهي الزم نسبت به ضرورت درياپايه شدن اقتصاد كشور وجود دارد، اما مسائل و مالحظات ضروري كوتاه مدت مستمراً اولويتهاي كالن را از دستور كار خارج كرده و روزمرگي را به اولويت اول نظام اداري بدل ميكند.درآمد نفت نيز فعالً براي اداره كشور كافي مينمايد؛ در اين حالت سياستمدار اجرايي ترجيح ميدهد به جاي درافتادن با ساختاري قديمي و ريشه دار و تغيير ريل آن از نفت به دريا به امور روزمره بپردازد ضمن اينكه تغيير پارادايم از اساس امري بسيار دشوار، زمانبر و پرهزينه است كه در طوالني مدت به ثمر مينشيند. در شرايط تحريمي-تورمي كمتر مسئولي ميتواند بر امور راهبردي و كالن متمركز شود؛ بنابراين به نظر ميرسد اقتصاد درياپايه عليرغم دورنماي پر سود و رونق خود دستكم در ميان مدت نيز قابل تحقق نباشد.
