آلودگي هاي زيست محيطي و به ويژه آلودگي درياها از مسائل تهديدكننده اي هستند كه بشر امروزه با آن مواجه است.فعايت هاي انسان موجب شده است تا مقادير قابل توجهي آالينده ي دريايي ناشي از منابع مختلف در محيط زيست دريايي پراكنده گردد كه در نهايت زيان هاي جبران ناپذيري را بر حيات دريايي وارد ساخته است.محيط غني دريا و منابع سرشار آن فرصت هاي گوناگون و متعددي را براي ساكنان منطقه و به طور كل كشور فراهم نموده است.حفظ اين محيط و منابع از وظايف مهم سازمان هاي دولتي و مردمي است اما نقش اصلي در نگهداري و مراقبت از اين غنائم خدادادي نيرويهاي مسلح و به ويژه نيروي دريايي راهبردي است كه با درايت ها و دورانديشي ها سبب جلوگيري از تعرض به آب ها و منابع آبي ما نموده اند.با آگاهي سازي و اطالع رساني هاي به موقع و تذكر درجه اهميت آن به جهانيان و ملت خود ، سعي در حفظ اين منابع و انتقال آن به نسل هاي آينده هستيم و اين امر از اهداف توسعه بلند مدت كشور نيز مي باشد.
