توجه به منابع مالي براي انجام مخارج سرمايه اي وهزينه اي درهر كشوري از اهميت ويژه اي برخوردار است باتوجه به كسري بودجه ونياز به تامين مالي جهت اجراي طرحها و پروژه ها، دولت تصميم به استقراض از منابع داخلي نموده كه يكي از آنها انتشار اسناد خزانه مي باشد. اسنادخزانه، اوراق بهاداري است كه خزانه داري كل )وزارت امور اقتصادي و دارايي(در برابر بدهي هاي بخش دولتي به بانك مركزي، شبكه بانكي و پيمانكاران طرف قرارداد در طرحهاي تملك دارايي هاي سرمايه اي مورد نظر با سررسيد معين به بهاي اسمي منتشر نموده است اگرچه انتشار اين اوراق برخي از مشكلات موجود راتعديل نموده اما در شرايط تحريم هاي ظالمانه كنوني، به نظر مي رسد كه استفاده از اين ابزار آسيبهاي جديدي در آينده ايجاد مي نمايد .در اين تحقيق از روشهاي كتابخانه اي ، مقالات ، مجلات و طرحهاي پژوهشي و بانكهاي اينترنتي براي جمع آوري اطلاعات استفاده و به بررسي آسيب ها وچالشهاي اسناد خزانه مي پردازيم. يكي از اين مشكلات بالابودن نرخ تنزيل اسناد مي باشد اگرچه اولويت باز پرداخت آن ،هم رديف حقوق كاركنان دولت منظور گرديده ولي بازهم به دليل ريسك هاي كنوني در بازار به قيمت پايين تري مبادله مي گردد وبدين ترتيب هزينه هاي واقعي دولت افزايش مي يابدعلاوه براين ازدياد انتشار اسناد خزانه باتوجه به روند رشد توليد ناخالص داخلي تهديدي براي پايداري مالي خواهد بود.

Considering the budget deficit and the need for financing for the implementation of plans and projects, the government has decided to borrow from internal sources, one of which is the publication of treasury documents. is. Treasury bills are securities issued by the General Treasury (Ministry of Economic Affairs and Finance) against the debts of the public sector to the central bank, the banking network, and the contractors of the contracting parties in the plans for the acquisition of capital assets with a fixed maturity and at a nominal price. Although the publication of these papers has corrected some of the existing problems, but in the conditions of the current cruel sanctions, it seems that the use of this tool will cause new damages in the future. In this research, library methods, articles, magazines and research projects and Internet banks are used to collect information and we investigate the damage and challenges of treasury documents. One of these problems is the high discount rate of documents, although the priority of paying them back is also the level of government employees salaries, but still due to the current risks in the market. It will be exchanged at a lower price and thus the real expenses of the government will increase. In addition, the increase in the issuance of treasury documents will be a threat to financial stability in view of the growth of the GDP.
