Nowadays, the significance of countries’ soft-power in order to achieve national aims and interests is unequivocal. Relying on associated values and norms, the sources of soft-power aid countries to achieve desired purposes with no recourse to hard-power i.e. enforcement, coercion and violence. Soft-power is originated from the cultural resources and political values of per country, so that leads public opinion towards the government priorities to obtain desirable results through making a delight and attract to. This study, in an analytical-comparative method, has dealt with the effective sources and cultural equipment in both Iran and Saudi Arabia soft-powers, which has caused their influence on the Middle East and the Islamic world. Since the results of the study show, relying on Islamic-Iranian culture and deriving benefit from the cultural potentialities and political values of the Islamic Revolution, I.R. Iran has expanded its soft-power among people in the region and the world. Furthermore, Saudi Arabia is in progress to expand its soft-power in the region and the Islamic world through deriving benefit from the Two Great Holy Mosques (i.e. Al-Masjid al-Ḥarām in Mecca and Al-Masjid an-Nabawī in Medina), the opportunity of holding the Hajj anniversary great congress and engagement of international students to educate at universities and religious centers. However, some particular political-religious acts and factors e.g. supporting of terrorism, religious extremism, being anti-Shia, poor democracy, dependence on the West and interference in the affairs of some countries of the region, have restricted, even decreased, Saudi Arabia’s soft-power in some spheres.
