سياست گذاري در يك شهر به عنوان يكي از مفاهيم كليدي توسعه شهري، نقش كليدي در ترسيم آينده آن شهر ايفا مي كند. وظايف و كاركردهاي كنوني مديريت شهري تنها محدود به مواردي از قبيل برنامه ريزي، خدمات رساني، مديريت فرهنگ محلي، انجام پروژه‌هاي عمراني و... نمي‌شود. بلكه جهت دادن به فعاليت هاي شهري و ترسيم چشم انداز شهر در راستاي دستيابي به اهداف، از مهم ترين وظايف مديران شهري به شمار مي‌رود. بنابراين عملكرد مديريت شهري به عنوان يك نهاد مديريتي گسترده و مرتبط با موضوعات و پديده‌هاي متنوع شهر و شهرنشيني بايد پويا گردد. زيرا رشد سريع جمعيت و گسترش شتابان شهرها و شهرنشيني، مسائل و مشكلات خاص زندگي شهري را به دليل فقدان برنامه ريزي و مديريت كارآمد به همراه داشته است. پاسخگويي به اين مسائل و مشكلات، ضرورت توجه همه جانبه به مقوله فرهنگ و سياستگذاري فرهنگي را سبب شده است.

Policymaking in a city, as one of the key concepts of urban development, plays a key role in drawing the future of that city. The current duties and functions of urban management are not only limited to such things as planning, service delivery, local culture management, construction projects, etc. Rather, it is one of the most important duties of city managers to give direction to urban activities and draw the vision of the city in order to achieve the goals. Therefore, the function of urban management as a broad management institution related to the various issues and phenomena of the city and urbanization should be dynamic. Because the rapid growth of the population and the rapid expansion of cities and urbanization have brought specific issues and problems of urban life due to the lack of efficient planning and management. Responding to these issues and problems has caused the necessity of comprehensive attention to the category of culture and cultural policies.
