ملاحظات فني و قانوني بكارگيري برنامه كاربردي تلفن همراه كتابخانه عمومي در ايران

هدف: پژوهش حاضر با هدف پيش‌امكان سنجي فني و قانوني بكارگيري برنامه كاربردي كتابخانه عمومي بر بستر تلفن همراه انجام شده است. روش: اين پژوهش از نوع كيفي است. در اين پژوهش براي پيش‌امكان‌سنجي برنامه كاربردي كتابخانه عمومي بر بستر تلفن همراه از روش «تلوس» با تمركز بر حوزه فني و قانوني آن استفاده شده است. در اين پژوهش با بررسي دقيق مطالعات پيشين، بهين تجربه‌هاي بين‌المللي، تشكيل گروه اسمي و نيز مصاحبه با خبرگان، مجموعه مدوني از ملاحظات فني و قانوني برنامه كاربردي كتابخانه عمومي بر بستر تلفن همراه شناسايي مي‌شود. در گام اول قالب سند پيش‌امكان‌سنجي بر پايه مطالعات كتابخانه‌اي و نيز دو جلسه گروه اسمي تدوين شد. در گام دوم، مبتني بر سه سويه‌سازي پژوهشگر، سند پايه پيش‌امكان‌سنجي تدوين شد. در نهايت در گام سوم به منظور اعتباريابي سند پايه پيش‌امكان سنجي بدست آمده، نظرسنجي از متخصصان مدنظر قرار گرفت. در اين گام مصاحبه نيمه ساختار يافته با نه نفر از متخصصان اين حوزه كه به شيوه نمونه‌گيري هدفمند انتخاب شدند انجام و متن سند پايه پيش‌امكان‌سنجي برنامه كاربردي كتابخانه عمومي بر بستر تلفن همراه نهايي شد. يافته‌ها: بر پايه يافته‌هاي اين پژوهش سند پايه پيش‌امكان‌سنجي فني و قانوني برنامه كاربردي كتابخانه عمومي بر بستر تلفن همراه شامل بخش‌هايي نظير 1- معرفي، مزيا و محدوديت‌ها، 2- سناريوها، 3- ملاحظات فني و 4- ملاحظات قانوني است. در بخش (1)، برنامه كاربردي تلفن همراه بر بستر كتابخانه‌هاي عمومي معرفي و فهرستي از مزايا و محدوديت‌هاي ارائه شد. در بخش (2) با توجه به ساختار سلسله مراتب موجود در نهاد كتابخانه‌هاي عمومي كشور، بر پايه چهار ديدگاه نرم‌افزار، سخت‌افزار و شبكه، مديريت، و راهبري، سناريوهاي منتخب براي ايجاد زمينه استفاده از برنامه كاربردي تلفن همراه در كتابخانه‌هاي عمومي كشور توصيف شد. در بخش (3) سناريوهاي فني براي طراحي و پياده‌سازي برنامه كاربردي كتابخانه عمومي بر بستر تلفن همراه شامل برنامه بومي، برنامه وب تلفن همراه و برنامه تركيبي توصيف شد. افزون بر اين بهترين تجربيات شركت‌هاي بين‌المللي كه برنامه‌هاي تلفن همراه را براي كتابخانه‌هاي عمومي توسعه دادند معرفي شد. همچنين، چك‌ليستي از قابليت‌هاي برنامه كاربردي كتابخانه عمومي بر بستر تلفن همراه ارائه شد. در بخش (4) با ارزيابي فهرست قوانين، مقررات و آيين نامه هايي كه در خصوص طراحي و پياده سازي برنامه كاربردي در كتابخانه‌هاي عمومي، اين نتيجه حاصل شد كه محدوديتي براي توسعه و بكارگيري برنامه كاربردي تلفن همراه از نظر قانوني وجود ندارد. اصالت/ارزش: اين پژوهش يك سند مدون شامل ملاحظات فني و حقوقي برنامه كاربردي كتابخانه عمومي بر بستر تلفن همراه در اختيار مديران و سياست‌گذاران اين حوزه قرار مي‌دهد تا درباره پياده‌سازي و عملياتي‌سازي آن تصميم موثري اتخاذ كنند.

Purpose: The present study was conducted with the aim of technical and legal Pre-feasibility study of the public library Mobile application. Method: This research is qualitative. In this research, Telos method has been used to pre-feasibility of the public library Mobile application, focusing on its technical and legal field. In this study, by carefully reviewing previous studies, international best practices, forming a nominal group and also interviewing experts, a set of technical and legal considerations of the public library mobile application is identified. In the first step, the pre-feasibility document format was developed based on library studies as well as two sessions of the nominal group. In the second step, based on the researcher s triangulation, the initial pre-feasibility document was developed. Finally, in the third step, in order to validate the initial pre-feasibility document obtained, a survey of experts was considered. In this step, semi-structured interviews were conducted with nine experts in this field, who were selected by Targeted sampling; and basic document of the feasibility study of the public library mobile application was finalized. Findings: Based on the findings of this research, the document of technical and legal feasibility study of the public library mobile application includes sections: 1 - introduction, advantages and limitations, 2- scenarios, 3- technical considerations and 4- Legal considerations. In section (1), a mobile application for public libraries is introduced and a list of benefits and limitations is provided. In Section (2), according to the hierarchical structure of the Iran public libraries foundation, based on four perspectives, software, hardware and network, management, and governance, general scenarios for creating a mobile application in Iranian public libraries are described. Section (3) describes the technical scenarios for designing and implementing a public library mobile application, including native application, mobile web application, and hybrid application. In addition, the best practices of international companies that developed mobile applications for libraries were introduced. A checklist of mobile library application capabilities was also provided. Section (4) evaluates the list of rules and regulations regarding the design and implementation of applications in public libraries, and concludes that there are no legal restrictions on the development and use of mobile application. Originality/value: This research provides a document including technical and legal considerations of the public library mobile application to Iranian managers and policy makers in this field, to make an effective decision on its implementation and utilization.
