حيات بشري اكنون در دوره‌اي از تاريخ قرار گرفته كه با گسترش جامعه ديجيتال مواجه شده است و جامعه ديجيتال با فناوري هوش مصنوعي به رشد خود ادامه مي‌دهد. دولتها، به عنوان مهم‌ترين بازيگران عرصه روابط بين‌الملل در تلاش هستند تا جوامع خود را بر اساس فناوري‌هاي جديد بازسازي كنند. اگرچه تعريف واحدي در خصوص هوش مصنوعي وجود ندارد كه در سطح جهاني پذيرفته شده باشد، اما هوش مصنوعي به عنوان بخشي از مهندسي كامپيوتر به عنوان مجموعه‌اي از سيستم‌هاي نرم افزاري و سخت افزاري تعريف مي‌شود كه داراي قابليتهاي زيادي مانند استدلال ديجيتال، حركت، گفتار و درك صدا هستند كه به سيستم‌ها اجازه مي‌دهند مانند انسان‌ها فكر كنند. طبيعتاَ چنين تحول شگرفتي بر تمامي عرصه‌هاي مختلف علمي اثرگذار است و علم روابط بين‌الملل نيز از اين قاعده مستثني نخواهد بود. بنابراين پژوهش حاضر درصدد پاسخگويي به اين سئوال است كه هوش مصنوعي چه تأثيري بر مفاهيم اساسي روابط بين‌الملل دارد؟ در همين راستا، اين پژوهش در پي كشف چگونگي تأثير تكنولوژي‌هاي نوين، به خصوص پديده‌ هوش مصنوعي، بر مفاهيم اساسي روابط بين‌الملل از جمله قدرت، امنيت و حاكميت خواهد بود.

Human life is now in a period of history that is faced with the expansion of digital society, and digital society continues to grow with artificial intelligence technology. Governments, as the most important actors in the field of international relations, are trying to rebuild their societies based on new technologies. Although there is no universally accepted single definition of artificial intelligence, artificial intelligence as a part of computer engineering is defined as a set of software and hardware systems that have many capabilities such as digital reasoning, movement, speech and Voice recognition is what allows systems to think like humans. Naturally, such a rapid development affects all different scientific fields, and the science of international relations will not be an exception to this rule. Therefore, the current research seeks to answer the question, what effect does artificial intelligence have on the basic concepts of international relations? In this regard, this research will seek to discover how new technologies, especially the phenomenon of artificial intelligence, affect the basic concepts of international relations, including power, security and sovereignty.
