This paper presents the simultaneous generation and transmission expansion planning while considering the dynamic and static security constraints of the power system such as transient and voltage stability. A considerable number of studies so far has been carried out on the systems under operation, however, in all of these studies, only the economic objectives and constraints were analyzed, while it is widely accepted that the generation and transmission expansion planning, (GEP) and (TEP), play and undeniable role in the security indexes of the power grid, including the transient and voltage stability. Therefore, the aim of this study is to consider both the economic and security-related objectives and constraints in a competitive market between generation companies (GENCO) and transmission companies (TRANSCO). The Harris Hawks Optimization (HHO) algorithm is used to find the optimum answer and also the suitable trade-off (compromise) among these participants. The results of the optimization which is tested on the 5 and 26- bus test system, present the efficiency and accuracy of the above-mentioned method in determining the trade-off point between the GENCOs and TRANSCOs.
