The role of culture and ethics in creating and expanding development

پيشينه پرداختن به رابطه فرهنگ و توسعه مربوط به دو تا سه دهه اخير مي شود . توجه به بعد فرهنگي توسعه را مي توان معلول ناكامي كشور هاي جهان سوم در دستيابي به توسعه جامع و پايدار دانست. تا اوايل دهه هفتاد ميلادي توسعه فرآيندي صرفا اقتصادي به شمار مي آمد و شاخص هاي اقتصادي معرف آن بودند. «امروزه مباحث حوزه فرهنگ به عنوان مهمترين عامل در توسعه اقتصادي، اجتماعي، سياسي،انساني واخلاقي در كانون توجه صاحبنظران انديشمندان ونخبگان قرارگرفته است. واژه توسعه بعد از جنگ جهاني دوم به صورت خود آگاه وارد بحث هاي نظري مربوط به كشورهاي جهان سوم شده است . خوشبيني ناشي از موفقيت طرح مارشال بسياري را بر اين باور قرار داده بود كه فرايند توسعه را مي توان به سادگي در يك انتقال سرمايه داري و به همراه آن يك انتقال تكنولوژيك به انجام رساند .

The history of dealing with the relationship between culture and development dates back to the last two to three decades. Attention to the cultural dimension of development can be attributed to the failure of third world countries to achieve comprehensive and sustainable development. Until the early 1970s, the development of a process was purely economic, and economic indicators represented it. Today, the issues of culture as the most important factor in economic, social, political, human and moral development are in the focus of attention of thinkers and elites. The term post-World War II development has consciously entered the theoretical debate of Third World countries. Optimism about the success of the Marshall Plan had led many to believe that the development process could easily be accomplished in a capitalist transition and with it a technological transition.
