چكيده فارسي :
كشورداري به معناي كاركردهاي مورد انتظار از كارگزاران يك نظام سياسي مي باشد كه در برگيرنده ابعاد سياسي، امنيتي، اجتماعي و فرهنگي و ... است. در واقع آنچه در اين مفهوم اهميت دارد توجه به يك جامعه از رهگذر سياستگذاري و تصميم گيري است. اين پژوهش با هدف ارائه الگوي مطلوب كشورداري در پاسخگويي به اين پنج پرسش است كه عوامل زمينه اي، عوامل علّي، عوامل راهبردي و پيامدهاي تأثيرگذار بر مسئله كشورداري كدامند؟ پژوهش حاضر ماهيتي توصيفي-تحليلي دارد و دادهها و اطلاعات مورد نياز آن به روش داده بنياد مي باشد. و و دادهها و اطلاعات مورد نياز آن به شيوه كتابخانهاي گردآوري و از روش تحليل محتواي متون از نوع مقوله بندي فرعي و محوري بهره گرفته شده است. يافته هاي تحقيق نشان داد در بعد عوامل زمينه اي داوري عدالت گستري و تضمين عدالت اجتماعي و حقوق شهروندي، مديريت سياسي فضاي ملي و تعيين مديران سياسي واحدهاي تقسيماتي، مشروعيت بخشيدن به عوام، تاكيد بر قبول مسوليت و شناخت دقيق آن، در بعد عوامل علي جامعه پذيري بين المللي، سازماندهي و آمايش فضا، عوامل زيرساختي و بنيادي، در بعد عوامل راهبردي تدوين راهبردهاي آموزشي و پژوهشي، بينش استراتژيك، تدوين رسالت و اهداف كلان و در بعد پيامدها پيامدهاي سياسي-حقوقي، اصول شهروندي، مديريت سياسي، پايداري و استقلال سياسي، پيامدهاي اقتصادي شناسايي شد. نتايج تحقيق نشان داد براي موفقيت در امر كشورداري با توجه به وضعيت جغرافيايي، سياسي و حكومت مي توان به اين عوامل توجه نمود و در راستاي بهبود شرايط سياست هايي را متناسب با يافته هاي تحقيق تدوين نمود.

State management means the functions expected from the agents of a political system, which includes political, security, social and cultural dimensions, etc. In fact, what is important in this concept is paying attention to a society through policy making and decision making. This research aims to present the ideal model of statehood in answering these five questions: What are the background factors, causal factors, strategic factors and consequences affecting the issue of statehood? The current research has a descriptive-analytical nature, and the data and information required for it are based on the foundation data method. And the data and information required for it have been collected in a library manner and the content analysis method of sub- and core categorization has been used. The findings of the research showed that in the dimension of the background factors of arbitration, spreading justice and guaranteeing social justice and citizenship rights, political management of the national space and appointing the political managers of divisional units, giving legitimacy to the people, emphasizing the acceptance of responsibility and its accurate recognition, in the dimension of the factors In terms of international socialization, organization and arrangement of space, infrastructural and fundamental factors, in the dimension of strategic factors, formulation of educational and research strategies, strategic vision, formulation of mission and macro goals, and in the dimension of consequences, political-legal consequences, principles of citizenship, political management, sustainability and political independence, economic consequences were identified. The results of the research showed that in order to be successful in the affairs of the country, according to the geographical, political and government situation, these factors can be paid attention to, and in order to improve the conditions, policies can be formulated according to the findings of the research.
