آسيب‌شناسي و ارائه راهكارهاي توسعه انرژي‌هاي تجديدپذير در كشور ايران

Pathology and providing solutions for the development of renewable energy in Iran

با توجه به اهميت بسيار بالاي انرژي‌هاي تجديدپذير و لزوم استفاده از آن در كشور به عنوان راه حلي هوشمندانه براي مقابله با آلودگي‌هاي سوخت‌هاي فسيلي و حركت به سمت اقتصاد بدون نفت، در اين پژوهش به شناسايي و اولويت‌بندي چالش‌هاي حوزه انرژي‌هاي تجديدپذير در كشور پرداخته شده است. بدين منظور از طريق برگزاري مصاحبه در قالب نشست‌هاي تخصصي با 15 نفر از خبرگان حوزه انرژي‌ كشور و با استفاده از روش تحليل مضمون، چالش‌هاي توسعه انرژي‌هاي تجديدپذير در كشور شناسايي شد و در نهايت 16 چالش اصلي احصا گرديد. در ادامه با توزيع پرسش‌نامه بين مديران حوزه انرژي و از طريق آزمون فريدمن اين چالش‌ها اولويت‌بندي شدند. 4 چالش قابل رقابت نبودن اقتصاد انرژي‌هاي تجديدپذير با حرارتي، اولويت پايين برق تجديدپذير در مقابل حرارتي براي وزارت نيرو، عدم هماهنگي ابزارهاي توسعه تجديدپذيرها با اهداف بالادستي در لايه عملياتي و عدم وجود نگاه آينده‌نگر و تمركز بر مديريت حل مشكلات جاري به عنوان مهم ترين چالش‌هاي حوزه انرژي‌هاي تجديدپذير در كشور شناخته شدند. همچنين براي برخي چالش‌هاي احصاشده راهكارهايي ارائه گرديد.

Considering the high importance of renewable energy and the need to use it in the country as a smart solution to deal with fossil fuel pollution and moving towards an oil-free economy, in this research, the challenges of renewable energy in the country have been identified and prioritized. For this purpose, by conducting interviews in the form of specialized meetings with 15 experts in the country s energy field and using thematic analysis method, the challenges of renewable energy development in the country were identified and finally 16 main challenges were identified. These challenges were prioritized by distributing questionnaires among energy field managers and through the Friedman test. Four Challenges of (1)non-competition of the economy of renewable energies with fossil fuels, (2)the low priority of renewable electricity compared to thermal power plants for the Ministry of Energy, (3) the lack of synchronizing the renewable development tools with the upstream goals in the operational layer and (4)the lack of a forward-looking view and focus on the management of solving current problems are identified as the most important challenges of the renewable energy in the country. In this study, a number of Solutions were also provided for some identified challenges.
