امروزه نظام‌هاي بازخورد و ارزيابي عملكرد، يكي از ابزارهاي بهبود مستمر براي سازمان‌ها به‎شمار مي‎رود. بنابراين، استفاده از يك روش دقيق، واقعي و صحيح براي ارزيابي عملكرد سازمان‌ها، بسيار لازم و ضروري است. هدف اصلي انجام اين تحقيق، ارائه يك روش علمي و منطقي براي ارزيابي شركت‌هاي حمل و نقل ريلي مي‌باشد. برمبناي روش ارائه‌شده اين تحقيق، ابتدا، شاخص‌هاي تأثيرگذار در كيفيت حمل و نقل ريلي كشور، تعيين مي‌شوند كه در اين زمينه، سه بعد مهم و اصلي اجتماعي، اقتصادي و محيط زيستي در نظر گرفته شده و در نهايت، 9 شاخص اصلي مربوطه انتخاب مي‌شوند. در مرحله بعد، ميزان اهميت هركدام از شاخص‌هاي تأثيرگذار در حمل و نقل ريلي، به استناد رويكرد تصميم‌گيري گروهي و استفاده از روش كاربردي و جديد بهترين-بدترين، تعيين مي‌شوند. در فاز دوم روش پيشنهادي تحقيق، به استناد شاخص‌هاي 9 گانه تأثيرگذار در كيفيت حمل و نقل ريلي، ارزيابي و رتبه‌بندي گزينه‌هاي تصميم‌گيري كه شركت‌هاي حمل و نقل ريلي موردنظر مي‌باشند، با استفاده از روش Multi MOORA در محيط فازي انجام مي‌شود. در نهايت، روش پيشنهادي تحقيق براي يك نمونه كاربردي انجام شده است. همچنين، تحليل حسّاسيّت مدل پيشنهادي، بيان‌گر اين موضوع است كه براي رتبه‌بندي صحيح شركت‌هاي حمل و نقل ريلي، مي‌بايست به استناد روش مولتي موراي فازي و در نظر گرفتن وزن شاخص‌هاي ارزيابي عمل نمود.

Today, feedback and performance evaluation systems are one of the continuous improvement tools for organizations. Therefore, it is very necessary and necessary to use an accurate, real and correct method to evaluate the performance of organizations. The main purpose of this research is to provide a scientific and logical method for evaluating rail transport companies. Based on the presented method of this research, firstly, the influencing indicators on the quality of the country s rail transportation are determined, in this context, three important and main social, economic and environmental dimensions are considered, and finally, 9 relevant main indicators are selected. . In the next step, the importance of each of the influential indicators in rail transportation is determined based on the group decision-making approach and the use of the practical and new best-worst method. In the second phase of the proposed research method, based on the 9 indicators influencing the quality of rail transportation, the evaluation and ranking of the decision-making options that the rail transportation companies are looking for is done using the Multi MOORA method in a fuzzy environment. Finally, the proposed research method has been carried out for a practical example. Also, the sensitivity analysis of the proposed model shows that for the correct ranking of rail transport companies, it is necessary to act based on the fuzzy multi-moray method and consider the weight of the evaluation indicators.
