بررسي وضعيت ايمني، بهداشت و محيط زيست (HSE) در آزمايشگاه هاي دانشگاهي (مطالعه موردي: دانشگاه محقق اردبيلي، پايش دوم)

حوادث ناشي از عدم رعايت اصول ايمني در محيط كاري بصورت كلي و همچنين بصورت اختصاصي در آزمايشگاه و كارگاه فضاهاي آموزشي در دنيا، افراد و كاربران را با مخاطرات جدي و گوناگون روبه رو مي نمايد. بطور عمده عملكرد نا ايمن 90% و شرايط نا ايمن 10% موجب بروز خطر است. استقرار و پايش نظام ايمني، بهداشت و محيط زيست (HSE) در هر مجموعه بويژه فضاي آموزشي و دانشگاهي كه خود توليد كننده دانش و همچنين كاربران آن نيز از سطح تحصيلات بالايي برخوردار هستند، از امور مهم در دانشگاه ها و مراكز تحقيقاتي مي باشد كه مي تواند درصد بروز خطر را به ميزان زيادي كاهش دهد. در اين پژوهش كه پايش دوم طرح مي باشد، ارزيابي مرحله دوم از كليه آزمايشگاه ها و كارگاه هاي دانشگاه محقق اردبيلي به تعداد 120 واحد انجام شد. براي ارزيابي استاندارد ايمني OHSAS 18001 و آيين نامه هاي حفاظت ملي و دانشگاهي و چك ليست هاي ابلاغي وزارت عتف، چك ليست قبلي با 150 مورد آماده و جهت انجام تحقيق يك گروه آموزشي با تعداد 5 آزمايشگاه انتخاب و بر اساس آن بررسي شد. پس از دوره بررسي شش ماهه جهت بهبود شرايط و موارد دوباره همين چك ليست مورد بررسي قرار گرفت. با توجه به راهنمايي كارشناسان و مسئولين امر، استقرار و يا ارتقاء برخي استانداردها، اضافه نمودن برخي تجهيزات ؛ سطح ايمني، بهداشت و محيط زيست واحد مورد انتخاب نسبت به سطح ابتداي پژوهش پايش دوم 5% افزايش يافت و از سطح 77% قبلي به سطح 82% رسيد و نتايج به شوراي HSE دانشگاه گزارش شد و مقرر شد مجدداً در بازه هاي شش ماهه تا حصول ايمني 100 درصدي ادامه يابد و پس از آن نيز بطور مداوم جهت حفظ وضعيت استاندارد پايش و رصد صورت گيرد و مقرر شد پايش سوم براي سال آتي و با حضور تمام آزمايشگاه ها و كارگاه هاي دانشگاه انجام شود.

Accidents caused by non-observance of safety principles in the work environment in general, as well as specifically in the laboratory and workshop of educational spaces in the world, make people and users face serious and various risks. Mainly, 90% unsafe operation and 10% unsafe conditions cause danger. The establishment and monitoring of the safety, health and environment (HSE) system in any complex, especially the educational and university environment where the producers of knowledge as well as its users have a high level of education, is one of the important issues in universities and research centers that It can greatly reduce the risk. In this research, which is the second monitoring of the project, the second stage evaluation of all the laboratories and workshops of Mohaghegh Ardabili University, totaling 120 units, was carried out. To evaluate the OHSAS 18001 safety standard and the national and university safety regulations and the checklists notified by the Ministry of Defense, the previous checklist with 150 items was prepared and a training group with 5 laboratories was selected and reviewed based on that. After the six-month review period, the same checklist was reviewed again to improve the conditions and items. according to the guidance of experts and officials, establishing or upgrading some standards, adding some equipment; The level of safety, health and environment of the selected unit increased by 5% compared to the level at the beginning of the second monitoring research and reached 82% from the previous level of 77%, and the results were reported to the HSE Council of the University and it was decided to re-evaluate in six months to Achieving 100% safety should continue, and after that, monitoring and observation should be done continuously to maintain the standard situation, and was decided to conduct the third monitoring for the coming year with the presence of all laboratories and workshops of the university.
