بررسي و ارزيابي عوامل موثر بر افزايش آب بدون درآمد در شركت آب و فاضلاب شيراز

Investigating and Evaluating Factors Affecting the Increase of Non Revenue Water in Shiraz using Fuzzy Multi Criteria Decision Making Techniques Case Study Shiraz Water and Wastewater Company

امروزه اهميت منابع آبي براي رشد و بقاي بشر بر كسي پوشيده نيست، از اين رو صرفه‌جويي در مصرف و جلوگيري از هدر رفتن آب در كشور ما از اهميت خاصي برخوردار است و مي‌تواند به عنوان روشي موثر جهت حل قسمتي از مشكلات فعلي ناشي از كمبود آب مورد توجه قرار گيرد. يكي از مهمترين موضوعات در اين زمينه افزايش آب بدون درآمد است كه با توجه به اهميت آن، در پژوهش حاضر به بررسي و ارزيابي عوامل موثر بر افزايش آب بدون درآمد در شهرستان شيراز پرداخته شده و براي اين منظور از تكنيك‌هاي تصميم‌گيري چندمعياره فازي استفاده شده است. به اين ترتيب در چارچوب روش پيشنهادي ابتدا عوامل موثر بر افزايش آب بدون درآمد طبق نظر كارشناسان و متخصصان اين حوزه استخراج شدند. سپس پرسشنامه بر مبناي شاخص‌هاي استخراج طراحي شده و در بين 15 نفر از كارشناسان شركت آب و فاضلاب شيراز با سابقه بيشتر از 5 سال توزيع گرديد. در ادامه عوامل موثر بر افزايش آب بدون درآمد در شهرستان شيراز با استفاده از يكي از تكنيك‌هاي تصميم‌گيري چندمعياره در شرايط فازي رتبه‌بندي گرديد. نتايج پژوهش نشان داد كه سه عامل با اولويت اول عبارت‌اند از: 1. كيفيت نامناسب در ساخت لوله و متعلقات، 2. عدم پيمايش و بازرسي مستمر شبكه، شيرآلات، پمپ‌ها و مخازن. 3. عدم بهسازي و نوسازي به‌موقع اجزاي شبكه.

Nowadays, the importance of water resources for the growth and survival of mankind is not hidden from anyone, therefore saving water consumption and preventing wastage of water in our country is of particular importance and can be used as an effective method to solve some of the current problems caused by water shortage. One of the most important issues in this field is the increase of non-revenue water, and due to the importance of this issue, in the current research, the factors affecting the increase of non-revenue water in Shiraz city have been examined and evaluated, and for this purpose, fuzzy multi-criteria decision making techniques have been used. In this way, in the framework of the proposed method, the factors affecting the increase of non-revenue water were first extracted according to the opinion of experts and specialists in this field. Then the questionnaire was designed based on the extraction indicators and was distributed among 15 experts of Shiraz Water and Wastewater Company with experience of more than 5 years. In the following, the factors affecting the increase of non-revenue water in Shiraz city were ranked using one of the multi-criteria decision-making techniques in fuzzy conditions. The results of the research showed that the three factors with the first priority are: 1. Improper quality in the construction of pipes and accessories, 2. Lack of continuous survey and inspection of the network, valves, pumps and tanks. 3. Lack of timely improvement and renovation of network components.
