The surface properties of PAN-based carbon fiber modified by electrochemical oxidation process were studied by various methods. The functional groups created during the electrochemical oxidation process were characterized by potentiometric titration and spectroscopic (ATR-FTIR) methods. The hydrogen atoms of carboxylic groups on the surface of carbon fiber modified with hydroxyl groups of sodium hydroxide and virgin alkali were determined by titration method. The EDX spectrum showed that the oxygen content on the surface of the modified carbon fiber was increased as a result of using the ammonium oxalate monohydrate electrolyte
