تحليلي آينده‌نگارانه بر فرآيند جذب دانشجو در زيرنظام غيردولتي غيرانتفاعي آموزش عالي كشور

A Futuristic Analysis on Student Recruitment Process in the Non-Governmental and Non-Profit Higher Education Subsystem of IRAN

بررسي حاضر با هدف شناسايي عوامل مؤثر بر فرآيند جذب دانشجو در زيرنظام غيردولتي غيرانتفاعي آموزش عالي كشور در ده سال آينده به انجام رسيده است. روش پژوهش كيفي و ابزارهاي مورد استفاده مصاحبه نيمه ساختار يافته عميق با مطلعين كليدي زيرنظام آموزش عالي غيردولتي غيرانتفاعي تا رسيدن به اشباع نظري، بررسي اسنادي اطلاعات اين زيرنظام آموزش عالي به‌منظور پويش محيطي آن و تعيين عوامل داراي روند مؤثر بر مسئله بوده است. يافته‌ها نشان‌گر آن است كه، عوامل داراي عدم قطعيت مؤثر بر فرآيند جذب دانشجو در دانشگاه‌هاي غيردولتي غيرانتفاعي در افق سند چشم‌انداز 1404 در 4 سطح، بين‌المللي (5 مقوله اصلي و 16 زير مقوله)، ملي (10 مقوله اصلي و 29 زير مقوله)، نظام آموزش عالي كشور (5 مقوله اصلي و30 زير مقوله) و دروني (6 مقوله اصلي و 34 زير مقوله) تقسيم‌بندي شده‌اند. ميزان تقاضاي ورود به آموزش عالي كشور تا مقطع كارشناسي و ميزان جمعيت 24-18 ساله كشور به ‌عنوان عواملي با روند معين و مؤثر بر اين مسئله شناسايي شده‌اند.

The present study aims to identify the factors affecting student recruitment process in the non-governmental and non-profit higher education subsystem of Iran in the next 10 years. This study is qualitative in terms of method and the tools employed are conducting in-depth, semi-structured interviews with the key informants (experts) of non-governmental and non-profit higher education subsystem until reaching theoretical saturation, documentary review of the information of this higher education subsystem for the purpose of its environmental scan and determining the factors affecting the issue. The findings indicate that factors with uncertainty which affect the process of students recruitment in non-governmental and non-profit universities in the horizon of 1404 Vision Statement are categorized at 4 level: international (5 main categories and 16 subcategories), national (10 main categories and 29 subcategories), The country’s higher education system ( 5 main categories and 30 subcategories) and internal (6 main categories and 34 subcategories). The demand for admission in higher education at the undergraduate level and the population of the country’s 18-24 year olds are identified as the definitive and effective factors on this issue.
