Regarding municipalities improvement in managing via
districts, regions and neighborhoods, we could notice the
importance of districts and necessity for strategic
planning in order to implement and develop e-commerce
services. This is an applied research and it has been
conducted in four phases with descriptive-survey method.
In order to write Electronic Municipality fulfillment
strategies for our case study Mashhad municipality
district 8, first we identify the important and influencing
factors for Electronic Municipality fulfillment and in the
second phase strategic factors were identified. Then, we
determine the relative importance of each factor by
evaluating through internal and external evaluation
matrix. Finally after listing the most important strengths,
weaknesses, opportunities and threats, specific strategies
for fulfilling of e-Municipality were arose. Considering
this results and by useful actions that has been done in
this field, we hope that civil top managers care more than
before on this regard and we could see a total electronic
municipality in future and also the efforts of civil
authorities and their attention to regions, districts and
empowering them could help to facilitate the Electronic
Municipality fulfillment.
