Abstract :
Today, the number of emergency, which constitutes major damage and threatens the population, is rapidly increasing. The management of these incidents, which are defined as mass incidents, is important both for reducing the damage and ensuring public safety. Incident command system (ICS), developed using the basic management principles, is deemed important for increasing the effectiveness of interventions in the management of mass incidents and to ensure inter-agency coordination, in recent years. In the study, assessment of the current ICS used in mass incident interventions in Turkey is aimed. A survey study was conducted to assess the current situation and the sample was determined from emergency intervention institutions in the city of Izmir. Participants of the survey, found the coordination between intervention agencies insufficient, and stated that the scene security provided is not enough. ICS is not used effectively in the emergency intervention system of Turkey. It seems that ICS is important for solving the problems of the incident intervention system of Turkey. For an ICS to be established as part of the Turkish disaster management system that encompasses all institutions should take into account the governing structure in the country as well as the current dominant paradigms that are effective in the field of management science.
