Abstract :
instruments are not reliable and valid. Because, reliability is a characteristic of scores, as for validity is a property of interpretations and uses of scores. Reliability and validity are population or sample or group dependent concepts. As for reliability coefficients, validity coefficients fluctuate from population to population, from sample to sample as well. It is not correct to use the statements such as “the reliability of the test”, “the validity of the scale”, “the validity of assessment” or “measurement instrument is reliable”. Thus, it is more appropriate to use the term “score reliability” instead of “test reliability”. As to validity claims should be made in relation to specific uses and interpretations of test scores.
