Abstract
Regional development policies in the last ten years, Turkey have been a long process of change. This change in the efforts of the global developments and the effects of European Union membership process is due to encounter with the local dynamics. The final analysis, The state planning organization has decided to establish the local development agencies respond on behalf of the global, regional and local needs and so that development agencies has been established at level 2 regions. Development Agencies prepare the regional plans to accelerate regional development in the understanding of strategic planning concept. At this process of change, significant changes occurred in also features of regional plans. In this direction, the writer will analyze Izmir Regional Development Plan prepared by IZKA in this paper by taking into account to its positive and negative aspects.
