Abstract :
Refahiye is one of the most underdeveloped districts of Turkey in social and economic fields. In any case, State Planning Organization (DPT) Districts Socio-Economic Development Research proves that situation (2004), too.Destructive natural disasters such as climate, earth forms and earthquake are the basic factors in the fact of Refahiye’s being retarded. Because, these so-called destructive natural and environmental conditions are the most significant reasons which disable industry and trade sectors in field to develop. In addition, insufficiency of education, health and nourishment and social facts which rises recent years have supported that situation significantly. As a result of all these disadvantages, a majör part of the district’s people migrate to the various places of the country, especially big industrial centers.In order to slow down the fact of migration and to bring the district to a certain social and industrial level, some kinds of measures should be taken urgently. Undoubtedly, the use of the present resources in field in the most rational way and the preparation of the development plan of the field and the urgent application of this lpan are the most initial measures which should be taken.
