Abstract :
Owing to the fact that they are attractive places for the human settlements, the coastal areas for which the pressure increases steadily are natural resources that are nonrenewable and must be dealt globally. In Turkey, there are number of laws, regulations and directives on coasts which are stateowned according to the Article 43 of the Constitutional Law. The first of them is the first Coastal Law legislated in 1984. This law was annulled by the Constitutional Court in 1986 for it did not fulfill the condition of being used by common good, then issued the law no 3621 in 1990, a law still in effect. However, currently the natural structure of these coasts which are used for several purposes such as industrial and tourism investments, aquaculture production, housing, harbor, pier face threat of being destroyed due to constructions carried out regardless of laws and regulations. The destruction of the natural structure of coasts has potential risks of affecting the economy adversely in respect to both waterproductions and tourism incomes. Hence, it is essential to form an administrative board in order to have everyone benefit from the coasts equally as specified by constitutional law and other laws, and this formation must be provided full support by the governments and the development plans must be implemented accordingly.
