CLUSTER POLICIES AND RECOMMENDATIONS

Cluster concept has been popularized by Michael E. Porter in the 1990s and nowadays it has been contemplated in Turkey. The extension of this concept is required to develop and design many tools in order to stave off market failures by the government. Due to the fact that clustering is at the core of numerous political areas different clustering policy approaches have been developed. These approaches vary in terms of what is targeted. Cluster life cycle is another important issue that should be taken into consideration throughout generating cluster policies. Cluster policies of European Union and Germany is looked into Ġn the name of shedding light of development of cluster policies. Finally, policy recommendations are provided according to cluster life cycle.
