Abstract :
The aim of this study is to determine the views of education employees regarding the applicability of human resource management functions in education institutions. The study group carried out by qualitative research design consists of 33 education employees working for different primary and secondary schools in Bolu province during 2013-2014 education and instruction year. The research data has been gathered by semi-constructed interview and analyzed by content analysis technique. In the interview form has been asked the HRM functions, which of these functions are valid in education institutions, the obstacles in the application process, those who have responsibilities in this process and their duties. According to the study: HRM functions consist of the functions related to the employee (personnel selection/placement/staffing, education, recruitment, planning, evaluation, awarding, security and health, accounting, career planning) and to the organization (environment affairs and organizational development). All of these functions are valid for education institutions. The reasons that restrain these functions from being implemented in education institutions are not making realistic planning, centralized personnel selection / placement and the facts that in service training reaches to a limited audience through insufficient sources and that rewarding and career is not seen to be connected with performance.
