Abstract :
The purpose of this research is to describe the qualifications that administrators, teachers, students and parents should have for constructing an effective school, and to explain the responsibilities of administrators, teachers, students and parents in line with the expressions of principals and teachers. The research is a qualitative study for which the case pattern was used. The study group of the research constitutes three successful schools whose preferability is high and three medium-level schools whose preferability is low, in Sivas. From each school one principal and two teachers, which in total is 18 people have been interviewed. The data collected via open-ended questions have been analysed by using descriptive analysis and content analysis. The research findings attained as a result of the answers by the participants towards effective school have been analyzed under five titles which are indicators of an effective school, qualifications and responsibilities of principals for an effective school, qualifications and responsibilities of teachers for an effective school, qualifications and responsibilities of students for an effective school and qualifications and responsibilities of parents for an effective school. As a result of the research, from indicators of an effective school, the expressions oriented school qualifications and school success have been the most emphasized subjects. From qualifications of effective principal, personal qualifications; from qualifications of an effective teacher, task and expertise; from qualifications of an effective student, education; from qualifications of effective parents, school- family relationships have been the emphasized subjects.
