In this point, “The Inventory of Classroom Teacher’ Democratic Behaviour” which is created by the researcher, has been applied. The sample of the research which is brought out by using proportional group sampling is consisted of 20 primary schools. 1011 students in 2002 and 682 students in 2006 have been included to the research. As a result of this research, while 2002 year primary school fifth class students have evaluated their teachers more positively than the 2006 year students, in the extent of forming a participant class environment, creating democratic communication atmosphere and showing equal behaviours to all students, 2006 year primary school fifth class students have evaluated their teacher more positively than 2002 year students in the extend of being respectful to the student rights.
