Abstract :
Care provided in orphanages is criticized heavily. The sources of these criticisims are researches towards negativities of institutional care, expectations from foster care, generalizations, emotional approaches and developments in social work profession. It must be evaluated accurately how much of the criticisms are based on realities and how much on assumptions. Orphanages may be useful for some children even it is not useful for all children. Utilities that the institutional care may provide depending on age situations, reasons of protection and social structure of Turkey should not be underestimated. By taking into consideration the international developments and regulations solutions specific to Turkey should be emphasized.
