Abstract :
This study has carried out in order to evaluate “MEB 2013 Preschool Education Program” with regard to development of literacy skills. “MEB 2013Preschool Education Program” has been analyzed with considering gains, learning process and evaluation steps via document analysis method. As a result of this study; when gains for supporting literacy skills in terms of development fields in MEB program is analyzed, it has been determined that the gains of cognitive and language development field which includes fundamental reading field supports the reading skills substantially, but the gains which represents this fields are insufficient to raise awareness for fundamental writing field. Furthermore, it has been established that there is no sufficient number of gains related to literacy skills for social-emotional and motor development fields. When it is considered in terms of learning process, it has been seen that the explanations of activities that including fundamental literacy skills are insufficient and there is not a center for supporting all dimensions of fundamental literacy skills. an‎d in terms of the assessment, general impression has been established that the assessment and evaluation instruments are limited and individual differences are not considered.
