Abstract :
In modern times, diplomatic and consular agents enjoy certain immunities and privileges afforded by the international law. But does this mean they are untouchables? Is diplomatic immunity still acceptable even when they conduct spying, involve drug or human being trafficking, violate human rights and fundamental freedoms, commit a crime under the law of a receiving state or abuse diplomatic immunities and privileges in any other manner. In this context, the international law mainly provided by the Vienna Convention on Diplomatic Relations 1961 and the Vienna Convention on Consular Relations 1963 has today become obsolete to a certain extent and therefore must be updated in the light of modern developments and the principles of universal law, notably equality before the law and the rule of law, and consequently no one should be above the law.
