Abstract :
Dynamic structure of terminology of international law confronts the international doctrine with new concepts. Failed state is one of the new concepts that doctrine met. More and more, the concept of failed state became a current issue due to raising violence. It is very important to examine the concept in a legal perspective. In addition to that, it is required to examine the reasons which gave the way for the birth of this concept. The threats that international peace and security are confronted with, are the main reason which caused the spring-up of new concepts like failed state. In that point, examination of the main aim of the concept is of vital importance.
