Abstract :
Vizierate is the second most significant official after the sultan in state organization. Vizierate has been even more important than the sultan from time to time in the state administration in Islamic states and meantime in the Ottoman Empire. After Mehmed the Conqueror, grand viziers have chaired even the Divan- ı Hümâyun, the highest council. Sheikhulislams have received the support of religion behind them while grand viziers have received the support of the political and administrative structure. Conflicting with Grand viziers, sometimes caused sheikhulislam loose their profession. Grand viziers were selected from the Turks in early Ottoman period. After Mehmed II viziers were selected from the devshirmes. Both of these methods has been positive and negative effects in the Ottoman Empire. Be appointed and dismissed from the grand vizier profession has always been a special importance. Grand viziers also had important roles on accession to the throne and removal of Sultans. Therefore if grand vizier institutions are well analyzed, a sound approach can be demonstrated on the political and administrative structure of the Ottoman Empire.
