Rate of the foreign population doesn t appear on regular base or in detail in Ottoman population census or statistics. Consequently, changes in the foreign population of the count!) depending on time, or its range can not be displayed exactly. Foreign population data used in this paper, belongs to 1917 and is more detailed than the others. But this data, doesn t appear in a general census result or in a statistics. It is derived from documents that was prepared by ministry for internal affairs, in the terms of war. It depends on the data which was derived from the whole provinces and sanjaqs; and collected in the main office. This paper, contains not only statistics of given census data but also assessments about the subject and comprehension rate of the foreign population between before and after 1917.
