Abstract :
The aim of this article is to explain how the Ottoman foreign policy was institutionalized with the foundation of Foreign Ministry in 1836. In this framework, first it has been examined the foreign policy and diplomacy till which is from the classical age to the foundation of Foreign Ministry. After that, it has been handled the factors which are the installation of permanent diplomatic activities, the foundation of Translation Office, insufficiency of Reisülküttap in the face of increasing diplomatic matters and modern diplomatic methods. Following, it has been mentioned the reforms providing the institutionalision of foreign policy such as Hâriciyye Müsteşârlığı, Hâriciyye Mektûbî Kalemi, Tahrîrât-I Hâriciyye Müdürlüğü, Hâriciyye Teşrifâtçılığı and Tâbiiyet Kalemi. As a result, it has been seen that the bureaucratic environment which administer the Ottoman foreign policy by the foundation and institutionalization of the Foreign Ministery.
