Geographical and Political Views of Unfairness of Representation in Metropolitan Municipality Councils
Abstract :
There are two dimensions of fair representation in Metropolitan Municipality Councils (MMC) in Turkey. One of them is geographical fair representation and the other is political fair representation. The relationship between the number of representatives and population shows geographical dimension of fair representation and the relationship between the percentage of votes and seats in councils shows the political dimension of fair representation. Following the expansion of metropolitan municipality borders to the provincial borders factor of central and peripheral districts have been added to unfairness of representation in Metropolitan Municipality Councils (MMC). Thus, there emerged four different types of geographical and political unfairness of representation, including two dimensions for each. This article tries analyze the four different views of unfairness of representation observed in MMC of Turkey. In this context, index of disproportionality as well as index of unfairness which has been developed in this paper were used in order to show the degree of unfair representation in MMC. Significant unfair representations were found in all types in the analysis.
