Abstract :
The duality of the concepts of right and freedom has been used together in historical period. In addition, the relationship between those concepts shifts according to different historical and social periods. While some political streams take the rights to the front side and put aside the freedoms; some can give special emphasis on freedoms. In this paper, the relation between the neoliberal conceptualization of freedom and social rights will be examined. Social rights required the active intervention and regulation of the state. In terms of neoliberal discourse, any intervention of the state is an intervention to freedoms and it damages the freedoms. Thinking of this in this context neoliberal conceptualization of freedom is in a conflictual relation with the social rights.Analysis of the conflictual relation and also understanding the reasons behind it form the fundamental aim of this paper.
