Abstract :
The Ottoman modern municipality has occured as a part of rigorous centralization process led by the Tanzimat reforms. This institution can be examined both as an important element of recently organized provincial administration and as a new development in the relationship between state and public. In this study, the municipal government in various cities, such as Jerusalem, Bursa, Nablus, Beirut and Izmir, has been analysed in a comparative approach; the establishment stage of municipality, the relationship between state and urban notables in municipal government and the capacity of municipal authority are the main issues that questioned. The most important reason why the very different five cities have been chosen as sampling urban areas is that the literature relevant to the municipal government in these cities has evolved enough to facilitate a comparative approach. In addition to the present literature, the archival documents obtained from Başbakanlık Osmanlı Arşivi and some consular reports derived from the British and French Archives have been used as main sources.
