  • Abstract
    In current world, in which competiton has increased at an unprecedented pace and alteration and globalisation have become widespread, by keeping foundations expenditure and wastage minimum and using current resources optimum, presenting quality and productive service and forming an interaction among citizens, government and society have become very important. To do this, the attendance of all workers round customer satisfaction, minimum fault, high quality, competetiveness and productivity, education, motivation and the philosophy of TQM based on developing perpetually are the instruments accomodating alteration pace for social service organizations.
