TURKISH EXPERIENCE IN LOCAL SOCIAL POLICY PRACTICES: SOCIAL MUNICIPALITY APPROACH

Social policies has become one of states’ main duties as a response to problems which Industrial Revolution triggered. Today, social policies are implemented by central governments, local governments, NGO’s and private sector. In this structure which many service providers exist local governments have a special role dependent on the administrative organization of countries. Therefore it is seen that local governments’ services that aim to overcome problems of disadvantaged groups like the poor, the disabled and the old gained importance. For his reason, in this study social municipality approach which is seen as main example of decentralization of social policies in Turkey and its development will be examined. Also discussing social municipality approach, main problems and solutions will be questioned.
